The Pact Council is the supreme governing directorate and legislative assembly of the Pact Worlds. Convened within the soaring, tiered amphitheater of the Plenara on Absalom Station, the Council serves as the diplomatic forum, constitutional arbiter, and federal command nexus for the fourteen inhabited worlds of the Mataras System.
Born out of existential desperation during the historic invasions of the Veskarium, the Pact Council does not operate as an authoritarian galactic empire. Instead, it functions as a confederate parliamentary alliance. By constitutional mandate, each member world maintains nearly absolute internal sovereignty—retaining its own cultural laws, economic systems, and local governments—while submitting to the Council’s unified authority regarding interplanetary trade, collective military defense, and fundamental human rights treaties.
Through a delicate equilibrium between its popular legislative assembly (the Delegation) and its six-member executive cabinet (the Directorate), the Pact Council balances the competing ambitions of democratic republics like Verces, dragon-run megacorporations on Triaxus, the undead necro-oligarchs of Eox, and the corporate Drow houses of Apostae.
Constitutional History: The Absalom Pact (291 AG)
The creation of the Pact Council was forged in the fire of interplanetary war.

1. The Divided System
In the decades following The Gap and the divine transmission of The Signal by Triune (3 AG), the civilizations of the Mataras system expanded rapidly into space. However, they carried ancient grudges: the holy warriors of Castrovel clashed with the militaristic empires of Akiton, while the undead fleets of Eox preyed on independent traders in the Diaspora. There was no unified law, no single currency, and no common defense.
2. The Crucible of the Veskarium
In the late 280s AG, the expanding military empire of the Veskarium launched a coordinated assault against the system, conquering outposts in the outer rim and threatening to subjugate each planetary world in isolation.
Recognizing that separate defense meant piecemeal extermination, delegates from Absalom Station, Verces, Castrovel, Akiton, and Eox convened an emergency war congress. In 291 AG, they signed the historic Absalom Pact, establishing:
- An unbreakable mutual military defense pact: an attack upon one world is an attack upon all.
- A shared federal constabulary: nationalizing the peacekeepers of Verces into The Stewards.
- A permanent representative government headquartered on Absalom Station: the Pact Council.
The unified counter-offensive broke the Vesk invasion, eventually forcing the Veskarium into an armed stalemate and, following the extra-galactic invasion of the Swarm, an enduring peace accord.
Bicameral Structure: Delegation & Directorate
The governance of the Pact Council is partitioned between two complementary bodies:

1. The Delegation (The Legislative Chamber)
Meeting within the cavernous, amphitheater-styled hall of the Plenara, the Delegation is the legislative engine of the council:
- Representative Apportionment: Seats in the Delegation are distributed proportionally according to population, territorial jurisdiction, and signatory charters. Large worlds like Verces or Castrovel possess multiple voting delegations representing their sovereign states (e.g., the 27 nations of the Ring, the Lashunta city-states, the Formian Federation, and the Elves of Sovyrian).
- The Minority Seats: Sovereign world-ships like The Idari, corporate foundries on Aballon, and even the fractious miners of The Diaspora maintain permanent voting desks.
- Legislative Mandate: The Delegation crafts, debates, and votes upon interplanetary trade tariffs, system-wide technological standards, diplomatic treaties with foreign stellar empires (such as the Azlanti Star Empire), and amendments to the Absalom Pact.
2. The Directorate (The Executive Cabinet)
To prevent legislative gridlock during military crises, executive authority is vested in The Directorate—a high council of six Directors appointed by the Delegation:
- The Five Ministries:
- Director of Diplomacy & Foreign Affairs: Manages diplomatic corps and ambassadorial relations with the Veskarium and the Vast.
- Director of Treasury & Trade: Oversees interplanetary taxation, tariff enforcement, and monetary stability in partnership with AbadarCorp.
- Director of Systemic Security: Serves as the civilian oversight commander of The Stewards and planetary defense networks.
- Director of Science & Navigation: Regulates Drift beacon safety, environmental protections, and xenobiological quarantines.
- Director of Justice & Civil Rights: Arbitrates interstate legal disputes and monitors compliance with the Absalom Pact’s constitutional charters.
- The Prime Executive: Presiding over the Directorate is the Prime Executive, elected by the Delegation for a fixed multi-year term. The current Prime Executive is Kumara Melacruz, an astute, charismatic human statesman celebrated for maintaining peace between rival corporate and ideological factions.
Sovereignty vs. Federal Jurisdiction
The most controversial and delicate aspect of the Pact Council is the strict constitutional boundary separating Planetary Sovereignty from Federal Authority:
| Domain | Governed By | Description & Limitations |
|---|---|---|
| Local Civil Law | Individual Worlds | Each world enforces its own domestic laws, religious practices, court systems, and property rights without federal interference. |
| Planetary Governance | Sovereign Member | The Council cannot dictate how a world governs itself: democracies, monarchies, corporate autocracies, and undead oligarchies are equally recognized. |
| Interplanetary Defense | The Pact Council | The Directorate commands all joint military actions, planetary defense grids, and war fleet deployments during foreign invasions. |
| Interstellar Trade & Drift | The Pact Council | Regulates starship shipping corridors, customs checks, safety inspections, and trade tariffs across the vacuum. |
| Universal Crimes | The Stewards | Direct jurisdiction over piracy, planet-cracking superweapons, unauthorized biological warfare, and interstellar terrorism. |
The Great Legal Compromises
To keep disparate worlds within the alliance, the Pact Council tolerates shocking domestic practices that horrify progressive citizens:
- The Eoxian Exemption: Despite fierce objections from the clergy of Pharasma, the undead Bone Sages of Eox are recognized as legitimate sovereign rulers, and the harvesting of living criminals for necrotic reality television is permitted within Eoxian jurisdiction.
- The Apostae Indenture Loophole: The Drow of Apostae legally maintain millions of Orcs in permanent debt-bondage by classifying them as “contractually bonded lifetime corporate associates,” evading Pact anti-slavery bans through multi-million-credit corporate legal defenses.
Political Factions & Voting Blocs
The Plenara is rarely united; legislative sessions are fierce battlegrounds between competing ideological factions:
- The Idealist League: Led by progressive Lashunta diplomats, Vercite humanitarians, and the paladins of the Knights of Golarion. They advocate for stronger federal civil rights laws, an end to debt-slavery, aggressive enforcement of environmental protections on Liavara, and increased funding for The Stewards.
- The Sovereignty Bloc: Formed by the Bone Sages of Eox, the Drow houses of Apostae, and conservative dragon CEOs of Triaxus. They vote en bloc against any expansion of federal authority, fiercely protecting their borders, corporate secrets, and domestic legal exemptions.
- The Corporate Lobby: Guided by AbadarCorp and aerospace giants like Ringworks. They leverage multi-trillion-credit campaign contributions and economic infrastructure investments to ensure low trade tariffs, lax corporate tax structures, and deregulation of deep-space mining concessions in The Diaspora.
Campaign & Adventure Hooks
- The Plenara Assassination: A deep-cover terrorist cell affiliated with the exiled Corpse Fleet smuggles a void-matter explosive into the lower press gallery of the Plenara hours before Prime Executive Kumara Melacruz delivers the annual State of the Pact address. The player characters—working as private security for a visiting delegate—uncover the plot and must race through the security sub-levels of The Ring to disarm the device before the government is decapitated.
- The Smuggler’s Immunity: A corrupt diplomat from Apostae uses their diplomatic immunity pouch to transport stolen prototype military hardware out of Absalom Station. The Stewards are legally barred from searching the diplomat’s transport, so they hire the PCs as third-party, deniable contractors to conduct a covert space-dock heist and retrieve the weapons before the shuttle launches.
- The Swing Vote Extortion: On the eve of a historic vote to outlaw corporate debt-slavery across the system, an idealistic swing-vote delegate from Akiton is blackmailed by operatives of House Zeizerer who have kidnapped their family. The party is retained to launch a surgical rescue raid on a hidden safehouse in The Spike so the delegate can cast their vote without fear.
