Overview: The Outlaws of the Belt

In the vast, untamed expanse of The Diaspora—where millions of jagged asteroids, icy planetoids, and forgotten derelicts tumble through the void—one law reigns supreme: the will of the Free Captains. A loose, fiercely independent confederacy of space pirates, corsairs, smugglers, and privateers, the Free Captains hold de facto dominion over the asteroid belt, thumbing their noses at the civilized decrees of the Pact Council.

Operating from cloaked asteroid redoubts and the infamous underground pirate capital of Broken Rock, the Free Captains prey upon the lucrative shipping lanes connecting the inner planets to the outer gas giants. They strike without warning: dropping out of the Drift or tumbling silently from the shadow of an asteroid with engines suppressed, deploying EMP harpoons, tractor beams, and boarding claws to strip merchant freighters of valuable cargo before melting back into the treacherous asteroid fields.

Yet, the Free Captains are far from mindless cutthroats. They are bound by an ancient, merciless tradition known as the Code of Asteroids—a pragmatic set of maritime rules governing duels, prize shares, safe harbors, and mutiny. Furthermore, in the shadow games of interplanetary politics, the Free Captains are often the most valuable deniable asset in the system: regularly hired under secret Letters of Marque by dragon corporations on Triaxus, Drow houses on Apostae, and even rival mining cartels on Akiton to wage covert economic warfare against their competitors.

Historical Foundations: Born from the Shattered Worlds

The history of the Free Captains is woven directly into the cosmic graveyard of the Diaspora:

[THE CODE RATIFIED] ===> The Code of Asteroids unites rival corsairs.
+-----------------------------------------------------------------------------+
1. The Smuggler’s Paradise

When the twin worlds of Damiar and Iovo were annihilated in ancient times by an Eoxian superweapon, they left behind a chaotic million-mile debris field. Following The Gap and the revelation of Drift travel, this terrain became an ideal sanctuary for deserters, escaped indentured laborers from Apostae, disgraced officers, and opportunists. The erratic gravity wells and radar-scattering asteroid clusters made large-scale fleet surveillance virtually impossible for conventional authorities.

2. The Refusal of the Absalom Pact (291 AG)

When the Absalom Pact was forged in 291 AG to unite the system against the Veskarium, the delegates on Absalom Station demanded that the Diaspora submit to federal customs checks, trade tariffs, and constabulary patrols by The Stewards.

The pirate commodores responded with derisive laughter. Meeting deep inside the hollowed core of an asteroid known as Broken Rock, they declared the asteroid belt an eternal free territory. Recognizing that conquering millions of individual tumbling rocks would bankrupt the alliance and tie down their military indefinitely, the Pact Council settled for containment: establishing perimeter checkpoints while leaving the interior belt to the corsairs.

Governance & The Code of Asteroids

While the Free Captains acknowledge no king, emperor, or director, they are not lawless anarchists. Survival in the unforgiving void demands strict adherence to The Code of Asteroids:

+-----------------------------------------------------------------------------+
                        THE CODE OF ASTEROIDS

[THE CAPTAIN'S MARK]==> Sworn captains must respect mutual salvage markers

[THE QUARTER] ===> Ships that strike their colors without firing are
looted without slaughter; prisoners are ransomed.
[DUEL OF HONOR] ===> Disputed plunder between crews is settled by single
combat in the zero-G pits of Broken Rock.
+-----------------------------------------------------------------------------+
1. The Pirate Council of Broken Rock

The supreme authority within the confederacy is the Pirate Council, an assembly of the twelve most powerful, wealthy, and ruthless corsair commodores. The Council convenes within the cavernous, stalactite-hung banquet halls of Broken Rock to:

  • Arbitrate major border wars between rival pirate armadas.
  • Negotiate high-stakes contracts and black-market trade pacts with corporate and planetary emissaries.
  • Punish captains who violate the Code of Asteroids—typically by “keelhauling” (dragging the offender across a starship’s heated thruster shield) or stranding them on an airless rock without a vac-suit.
2. The Captain’s Mark

Any pirate skipper who commands an armed starship and formally swears to uphold the Code of Asteroids is granted the Captain’s Mark—a recognized encrypted transponder code and an intricate biometric cyber-tattoo. Bearing the Mark grants a captain safe docking rights at Free Captain starports, access to fenced black-market fuel depots, and the right to call upon the Pirate Council for arbitration.

Corsair Archetypes: The Breadth of the Belt

The Free Captains are not a uniform organization; they encompass widely divergent criminal cultures across the asteroid belt:

Corsair FactionOperating StylePrimary Targets & Philosophy
Gentlemen PrivateersHonorable & PolishedTarget corporate freighters under legal Letters of Marque; treat captured crews with polite civility and adhere strictly to ransom protocols.
Void WolvesAggressive & SavageHard-bitten raiders who strip ships down to the structural bulkheads, venting resistants into space and selling captives into indentured slavery.
Shadow SmugglersStealth & BriberyAvoid ship-to-ship combat entirely; specialize in running cloaked blockade-runners packed with contraband, narcotics, and unregistered AI cores.
Debris ScavengersOpportunistic Tech-HoundsComb the wake of military battles and pre-Gap derelicts, salvaging rare precursor alloys and selling military-grade munitions to the highest bidder.

Broken Rock: The Pirate Capital

The physical and cultural heart of the confederacy is Broken Rock, a hollowed-out nickel-iron asteroid measuring nearly twenty miles across:

+-----------------------------------------------------------------------------+
                        ANATOMY OF BROKEN ROCK
+=============================================================================+
[THE CRATER DOCKS] ===> Camouflaged hangars concealed within impact craters
equipped with heavy tractor nets and repair bays.
[THE NEON CHASM] ===> Multi-tiered interior chasm illuminated by neon
signs, housing gambling dens, brothels, and cantinas
[THE BLACK BAZAAR] ===> The largest unmonitored shadow market in the system
where stolen prototypes and forbidden lore are sold.
[THE COUNCIL VAULT] ====> Fortified command redoubt of the Pirate Council.
+-----------------------------------------------------------------------------+

Inside Broken Rock, the laws of the Pact Worlds cease to exist. Under the protection of the Harbor Peace, a disgraced corporate executive, a wanted hacker, an elven smuggler, and a Vesk mercenary can drink side-by-side in cantinas without fear of arrest by The Stewards. However, drawing a weapon outside of sanctioned gladiatorial duel arenas results in immediate execution by the station’s heavily cyberized enforcers.

Economic Machinations: Letters of Marque & Corporate Proxy Wars

The secret to the Free Captains’ long-term survival is their indispensable role in interplanetary realpolitik:

1. Corporate Privateering

Under federal law, megacorporations like AbadarCorp, dragon conglomerates on Triaxus, and military cartels on Apostae are legally prohibited from waging open warfare against one another. To circumvent this, corporate executives routinely issue secret Letters of Marque to favored Free Captain flotillas:

  • The pirates are provided with classified shipping schedules, sensor codes, and high-yield munitions.
  • In exchange, the corsairs raid competitor supply lines, capturing rare ores or prototype technology and selling it back to their corporate patron through dummy holding companies.
2. The Black Market Monopoly

Broken Rock serves as the primary laundering house for the system’s illicit wealth. If a mercenary team unearths a forbidden biological sample, an unregistered android, or an encrypted datapad detailing corrupt dealings within the Pact Council, they bring it to Broken Rock, where shadow brokers convert hot contraband into untraceable bearer cred-sticks within hours.

Bitter Enemies: The Paladin & The Ghoul

While the Free Captains maintain an uneasy, transactional relationship with most civilizations, two factions represent lethal existential threats:

  • The Knights of Golarion: The holy paladins of Iomedae reject all notions of pirate “romance” or “honor.” To the Knights, the Free Captains are common thieves, kidnappers, and vermin who disrupt the innocent. Knights’ battlecruisers will not accept surrender from unrepentant pirate raiders, destroying corsair vessels without hesitation.
  • The Corpse Fleet: The exiled undead armada of Eox is loathed and feared by the Free Captains. While a pirate can bribe a Steward or ransom an AbadarCorp executive, a Corpse Fleet warship cannot be reasoned with. Undead raiders take no ransoms, trade no goods, and show no mercy—they seek only to slaughter the crew and harvest their carcasses for bone foundries. As a result, Free Captains will frequently join forces with their bitterest lawful enemies to destroy any Corpse Fleet vessels spotted within the belt.

Campaign & Adventure Hooks

  • The Mutiny on the Hellkite: The player characters encounter an escape pod drifting near a Diaspora asteroid containing Captain Vendra Thorne, an inducted Free Captain whose crew mutinied and stole her heavily modified raider frigate after she refused to execute an unarmed civilian passenger crew. Thorne hires the PCs to track down her former crew, infiltrate Broken Rock, and challenge the mutinous first mate to a zero-G duel of honor under the Code of Asteroids.
  • The Corporate Privateer Trap: A charismatic broker representing a prominent dragon CEO from Triaxus hires the PCs’ starship to intercept a rival corporate convoy passing through the Diaspora, furnishing them with a forged Letter of Marque. Upon disabling the freighter, the party discovers that the cargo is an experimental bioweapon containing an airborne mutagen—and both the corporate employer and a strike team of The Stewards are converging on their coordinates to eliminate all witnesses.
  • The Broken Rock Infiltration: An undercover intelligence agent working for The Stewards has gone dark inside the lower cantinas of Broken Rock while investigating a massive black-market auction involving stolen Starstone reactor schematics. Barred from sending uniformed officers into the sovereign pirate asteroid, the Stewards retain the PCs to pose as independent smugglers, locate the agent, and extract the data before the auction concludes.
