Overview: The Phantom Navy of the Void
In the cold, airless silence between the stars, no sensor ping is more dreaded than the bone-white silhouette of a Corpse Fleet warship. Operating outside all laws of mortals and gods, the Corpse Fleet is an exiled armada of undead renegades, fanatical necro-supremacists, and renegade soldiers who broke away from Eox when the Absalom Pact was signed in 291 AG.
To the living species of the Mataras System—whom the Corpse Fleet dismissively brands as “breathers” or “the cattle”—the Fleet is an existential nightmare: a genocidal terrorist syndicate that preys upon civilian spaceliners, harvests colonies for raw biological material, and tests horrific necrotic bioweapons in deep space.
Yet within their own calcified halls, the Corpse Fleet views itself as the true, uncorrupted military vanguard of Eox. They see their homeworld’s ruling Bone Sages as weak, decadent cowards who compromised their necrotic birthright for trade tariffs with mortal insects. The Corpse Fleet fights not merely for plunder, but for an ideological crusade: the systematic eradication or subjugation of all biological life, transforming the Pact Worlds into an eternal, unbreathing empire of the dead.
Historical Genesis: The Great Betrayal (291 AG)
The creation of the Corpse Fleet was born directly from the ratification of the system’s founding treaty:
+-----------------------------------------------------------------------------+
CHRONOLOGY OF THE CORPSE FLEET
+=============================================================================+
[PRE-PACT ERA] ===> Official stellar navy of the Bone Sages of [[Eox]].
[VESK INVASION] ===> Eoxian bone-cruisers defend system against Vesk.
[291 AG: MUTINY] ===> The [[Absalom Pact]] signed; Fleet mutinies rather
than serve alongside living "breathers."
[EXILE & WAR] ===> Fleet steals advanced warships and vanishes into
[[The Diaspora]] and uncharted deep space.
[PRESENT TERROR] ===> Assembling superweapons to crush the living Pact.
+-----------------------------------------------------------------------------+
1. The Navy of the Dead
Prior to 291 AG, the Eoxian space navy was the most feared military force in the Mataras system. When the expansionist empire of the Veskarium assaulted the outer worlds, Eoxian bone-ships played a pivotal role in stopping the invasion, utilizing devastating necrotechnological weaponry and boarding parties that required no atmospheric suits or oxygen tanks.
2. The Mutiny in Orbit
When the delegates of Eox met in the Plenara on Absalom Station to ratify the Absalom Pact, the high admirals of the navy were outraged. The treaty mandated that Eox must cease aggressive expansion, outlaw planetary raiding, dismantle unauthorized superweapons, and place its defense forces under the partial oversight of The Stewards.
Viewing the pact as an act of treason that placed immortals beneath the authority of short-lived mortals, Admiral Woan Thrac and a coalition of hardline commanders triggered a synchronized mutiny. Over half of the Eoxian navy seized control of orbital shipyards, stripped drydocks of weapons and fuel, sabotaged the communications network, and jumped into the Drift.
3. The Official Disavowal
In the Plenara, the Bone Sages formally condemned the mutineers as outlaws and stripped them of citizenship, formally branding them the Corpse Fleet. However, this public condemnation masked a sinister reality: many powerful Bone Sages privately supported the Fleet’s ideological purity, maintaining back-channel trade routes to funnel credits, starship parts, and captured prisoners to their exiled brethren.
Ideology of Necrotic Supremacy
The philosophy driving the Corpse Fleet is rooted in extreme, cold Darwinism married to religious fanaticism:
+-----------------------------------------------------------------------------+
THE DOCTRINE OF NECROTIC SUPREMACY
+=============================================================================+
[THE FRAGILITY OF BREATH] ===> Living flesh requires air, water, and food;
mortals are plagued by disease and emotion.
| || |
v
[THE PERFECTION OF BONE] ===> Undeath is immortal, immune to radiation,
vacuum-proof, and logically superior.
| || |
v
[THE HARVEST] ===> The living exist only as raw material to
feed necromantic reactors or fuel ghouls.
+-----------------------------------------------------------------------------+
1. Life as an Inefficient Parasite
To an officer of the Corpse Fleet, biological existence is an evolutionary dead end. Living mortals are seen as filthy, parasitic consumers who waste trillions of tons of energy maintaining artificial atmospheres, atmospheric shields, hydroponic farms, and medical bays. In the vacuum of space, mortal flesh is a fragile liability.
2. The Urgathoan Mandate
While many officers view their mission through the lens of cold military efficiency, a significant portion of the fleet fanatically worships Urgathoa, the Pallid Princess. To these zealots, slaughtering living crews and reanimating their corpses as mindless void-thralls is an act of ecstatic devotion, spreading the goddess’s blessing of eternal physical sensation across the stars.
Command Structure & The Dead Legion
The Corpse Fleet is organized as a ruthless, militaristic hierarchy where insubordination is punished by absolute destruction of the soul:

+-----------------------------------------------------------------------------+
1. The Officers: Sentient Immortals
The upper echelons of the Corpse Fleet are composed entirely of powerful, free-willed undead:
- Necrovites & Liches: Ancient spellcasters who fuse high-tier technomancy with necromancy, piloting starships with neural cyber-spires that connect directly to their phylacteries.
- Vampire Admirals: Charismatic, tactically brilliant officers who excel at fleet maneuvers, psychological warfare, and leading high-speed boarding assaults.
- Mummies & Death Knights: Heavy combat commanders who coordinate surface raids and fortress defense on barren asteroid installations.
2. The Crew: Mindless Automata
Below the bridge officers, nine-tenths of a Corpse Fleet vessel’s crew consists of mindless or instinct-driven undead:
- Skeleton Gunners & Zombie Technicians: Enslaved through necrotic control collars, these thralls perform repetitive manual labor—reloading railguns, repairing hull breaches in the direct vacuum, and maintaining plasma conduits—without ever suffering fatigue, terror, or mutiny.
- Ghoul Boarding Marines: Ferocious, ravenous shock troops deployed in breach-pods. Their mission during boarding actions is to spread pandemonium, butcher enemy engineers, and consume living officers while they are still conscious.
Starship Engineering: The Necro-Vessels
Corpse Fleet starships represent a terrifying fusion of biology, necromancy, and aerospace engineering:
+-----------------------------------------------------------------------------+
CORPSE FLEET SHIP ADVANTAGES
+=============================================================================+
[ZERO LIFE SUPPORT] ===> 100% reactor output diverted to shields & weapons;
no airlocks, oxygen tanks, food stores, or heating.
[NEGATIVE ENERGY] ===> Reactors pulse necrotic energy that heals the crew
while withering living boarders and prisoners.
[BONE-CERAMIC HULL] ===> Self-calcifying armor that absorbs hard radiation
and void-chill without structural degradation.
[THE FLAGSHIP] ===> ***The Empire of Bones***: Multi-mile flagship
capable of glassing entire continental plates.
+-----------------------------------------------------------------------------+
1. The Complete Absence of Life Support
Because not a single crewmember requires oxygen, warmth, or pressure, Corpse Fleet vessels possess an overwhelming engineering advantage over conventional warships:
- Ships have no internal atmosphere; every corridor is open vacuum at near absolute zero.
- Living boarding parties must fight in heavy void-armor, while Corpse Fleet defenders move freely. A single puncture to a mortal’s suit results in immediate explosive decompression, whereas a skeleton or ghoul is entirely unaffected.
- Eliminating atmospheric scrubbers, artificial gravity generators, food storage, and crew quarters frees up colossal amounts of space and power, allowing Corpse Fleet ships to mount weapon batteries and shield generators far exceeding the standard limits of their hull size.
2. Ship Classes
- Blackwind-class Cutters: Razor-thin, needle-like interceptors specialized in silent running and stealth ambushes along shipping lanes.
- Threnody-class Cruisers: The backbone of the fleet, measuring hundreds of meters in length. Their ribbed, ribcage-like armor plates house batteries of negative-energy torpedoes and spinal magnetic railguns.
- The Empire of Bones: The legendary, mobile planet-cracking super-dreadnought. Miles in length and housing an army of hundreds of thousands of undead soldiers, this monstrous dreadnought serves as the mobile throne of Grand Admiral Woan Thrac.
Strategic Bases & Covert Strongholds
Because they are hunted as international war criminals across the Pact Worlds, the Corpse Fleet operates from deep-space redoubts hidden from standard navigational charts:
- Marrow Mound (The Diaspora): A massive, hollowed-out asteroid tucked into an erratic, tumbling orbit within the asteroid belt. The asteroid’s exterior is indistinguishable from common space rock, but its interior houses a colossal cavernous drydock capable of servicing three heavy cruisers simultaneously.
- The Darkside Outposts (Apostae): Secret underground laboratories leased from corrupt Drow houses of House Zeizerer, where Corpse Fleet necromancers synthesize synthetic necrotic pathogens designed to exterminate planetary populations without damaging mineral infrastructure.
- The Deep Void Caches: Automated refueling and ammunition caches drifting in the icy void between the Mataras system and the nearest stellar frontiers, allowing the fleet to strike deep inside the Pact Worlds before vanishing into the dark.
Campaign & Adventure Hooks
- The Ghost Derelict of the Diaspora: A luxury passenger spaceliner drops out of the Drift near The Diaspora broadcasting an automated distress signal. When the PCs dock to render assistance, they find the interior completely de-pressurized, zero-gravity, and frozen. A squad of Corpse Fleet ghoul marines remains aboard, hunting the last surviving passengers barricaded in the reinforced reactor core.
- The Traitor Sage’s Ledger: The PCs intercept an encrypted quantum datapad during a raid on an illicit smuggling ship. Decrypting the drive reveals financial records proving that a prominent, sitting member of the Bone Sages of Eox has been illegally diverting federal military supplies to the Corpse Fleet. The party must navigate lethal assassins sent by the Sage while deciding whether to deliver the evidence to The Stewards or the Knights of Golarion.
- The Stellar Harvest Engine: Corpse Fleet infiltrators capture an automated agricultural research station orbiting Castrovel, retrofitting its atmosphere generators to disperse an experimental airborne necron-plague over a major city-state. The PCs must execute a daring zero-G space-walk breach, bypass negative-energy defensive turrets, and neutralize the lich-commander before the aerosol payload is released into the biosphere.
