Rising proudly beneath the transparent, force-field-shielded dome of The Eye, The Plenara is the supreme political sanctum of the Pact Worlds. Here, within a breathtaking amphitheater that looks directly up into the black expanse of the void, representatives from all fourteen signatory worlds—and dozens of recognized protectorates across The Vast—gather to legislate systemic policy, negotiate interplanetary commerce, and ratify mutual-defense accords.
Constructed following the ratification of the The Absalom Pact in 291 AG, the Plenara was engineered as a deliberate symbol of democratic transparency and interstellar cooperation. Crafted from polished white stone imported from ancient Golarion ruins, luminescent glass from Verces, and brushed titanium trusses, the chamber blends majestic classical elegance with state-of-the-art holographic computational architecture.

Macro-Structure & Functional Chambers
1. The Great Assembly Floor
The heart of the Plenara is an immense, tiered semicircular floor holding hundreds of elevated delegation pods. Each signatory world—from the corporate representatives of Triaxus and the Kasatha doyenates of The Idari to the cybernetic ministers of Verces—occupies a dedicated pod. Each station is equipped with:
- Real-Time Polyglot Translation Fields: Technomantic sound baffles that instantly translate hundreds of spoken alien languages, pheromone pulses, and telepathic transmissions into universal Standard.
- Biometric Voting Consoles: Quantum-encrypted terminals that register delegate votes directly to the central archives, preventing computational interference or voter fraud.
2. The Directorate Rotunda
Positioned directly behind the speaker’s podium is a private, soundproofed amphitheater reserved for the Directorate—the executive leadership council composed of the planetary ministers and Prime Executive Kumara Melacruz. Within this inner sanctum, emergency defense mobilization orders are authorized, sensitive intelligence reports from The Stewards are reviewed, and veto powers are arbitrated.
3. The Conciliation Lounges
Flanking the assembly hall are dozens of lavishly appointed private suites, sound-damped alcoves, and dining halls. In these informal salons, the genuine business of the Pact Worlds is conducted: backroom compromises, trade concession barters, and factional alliances brokered over glasses of Castrovelian nectar and Akitonian spirits.
4. Subterranean Archives & Defensive Vaults
Beneath the public floor lie meters of armor-plated bunkers, containment cells, and emergency command centers. In the event of an orbital bombardment or terrorist breach, automated blast doors seal the Plenara, dropping the entire assembly floor into an armored subterranean shelter powered by dedicated backup reactors.
Factional Dynamics & Parliamentary Coalitions
Governance inside the Plenara is characterized by intense, cutthroat political rivalries:
- The Idealist League: A progressive coalition led by human, Lashunta, and Shirren delegates advocating for universal civil liberties, environmental cordons on frontier worlds, and strict regulatory oversight of deep-space corporate monopolies.
- The Sovereignty Bloc: A staunchly conservative alliance spearheaded by the Bone Sages of Eox and the drow houses of Apostae. They fiercely defend Article V of the Absalom Pact, fighting against federal centralization and resisting any systemic interference in member worlds’ domestic affairs.
- The Corporate Lobby: Guided by AbadarCorp and aerospace contractors, this voting bloc spends trillions of credits to ensure low interstellar shipping tariffs, deregulation of extraction rights in The Diaspora, and private security exemptions.
Security & Diplomatic Extraterritoriality
Under Article I of the Absalom Pact, the floor of the Plenara is designated neutral extraterritorial ground. Station Security possesses no legal jurisdiction within the facility; security is maintained exclusively by the 1st Bastion Marines of The Stewards Diplomatic Protection Corps. Weapons are strictly barred from the floor, enforced by molecular disrupter portals that deactivate projectile firearms, energy batteries, and arcane spell-foci at the threshold.
Campaign & Adventure Hooks
- The Mute Vote: Moments before a historic vote to grant systemic protectorate status to a newly discovered alien civilization in The Vast, the delegate leading the sponsor coalition is struck down by an untraceable bio-toxin that causes immediate total cellular collapse. The Stewards place the Plenara on lockdown, hiring the player characters as neutral investigators to interrogate foreign diplomats, uncover the vector, and find the assassin before panic dissolves the treaty.
- The Embassy Blackmail: An unaligned delegate from The Spike holds the decisive swing vote on a multi-billion-credit municipal sanitation bill. The night before the session, agents of a corrupt mining conglomerate kidnap the delegate’s spouse. The party is retained to track the kidnappers through Downlow and rescue the hostage without alerting the corporate lobbyists in the Plenara.
- Sabotage in the Lower Crypts: An extremist cell aligned with the Corpse Fleet smuggles a localized anti-matter disrupter into the maintenance shafts directly beneath the Directorate Rotunda. An undercover contact inside The Eye slips the party an encrypted warning: they have fifteen minutes to descend into the security sub-decks, fight past mercenary guards, and disarm the weapon before the government is decapitated.
