Astrogation Dossier: The Ringed Sanctuary

Liavara—celebrated throughout known space as The Dreamer—is the tenth major celestial body of the Mataras System, orbiting in the tranquil reaches of the outer solar system approximately six astronomical units from Mataras. A gas giant of extraordinary natural beauty, Liavara is swathed in bands of shimmering peach, soft rose, and spun gold, encircled by a breathtaking, razor-thin ring system of ice particles, pulverized silicates, and crystalline shepherd moonlets.

Unlike its bustling planetary neighbors, Liavara is not an open frontier for industrial exploitation or urban sprawl. By universal treaty ratified under the Absalom Pact, Liavara is designated as a protected planetary wildlife preserve and ecological sanctuary, administered as a protectorate by its larger sister giant, Bretheda (The Cradle). Off-worlders are strictly forbidden from establishing permanent atmospheric cities or strip-mining the cloud decks, which are preserved to safeguard the ethereal native life-forms known as the Barathu “Dreamers.”

However, this environmental quarantine applies only to the gas giant itself. In orbit above the rings circle dozens of shepherd moons and asteroid clusters that host some of the most dynamic, luxurious, and spiritually significant settlements in the system.

The Mystery of the Barathu Dreamers

The primary biological inhabitants of Liavara’s upper atmospheric mantle are the Dreamers—an ancient, divergent offshoot of the amorphous Barathu species native to nearby Bretheda.

1. The Living Gas-Beings

Physiologically, Dreamers resemble vast, undulating, semi-translucent jellyfish or bioluminescent gas-bladders floating lazily through the upper troposphere. Capable of altering their internal density and metabolic chemistry, they feed on atmospheric electrical charges, airborne plankton, and exotic photochemical hydrocarbons.

2. The Song of the Clouds

Unlike the pragmatic, corporate-minded Barathus of Bretheda who build starships and trade technology, the Dreamers of Liavara exist in an unbroken, collective telepathic trance.

  • Across the vast expanse of the planet, hundreds of thousands of Dreamers emit a continuous, overlapping mental chorus known to telepaths as the Song of Liavara.
  • This haunting psychic symphony echoes through the planet’s atmospheric currents. Bizarrely, macro-astrophysical sensors confirm that the Dreamers’ psychic harmonies directly influence the planet’s weather: the telepathic chorus calms violent electrical cyclones, pacifies jet streams, and stabilizes Liavara’s magnetosphere.
  • Esoteric scholars, mystics of Desna, and priests of Ibra believe the Dreamers are psychically dreaming the universe itself, contemplating forgotten cosmic truths that predate The Gap.
3. The Threat of Poaching

Because a single Dreamer’s neural tissue contains dense, psycho-reactive crystals and regenerative bio-matter, ruthless off-world cartels frequently attempt to slip through the rings in stealth-rigged hunter vessels to harvest Dreamer specimens for the illicit bio-weapon and cyber-neuro enhancement markets on Absalom Station and Verces.

Major Moons: The Orbiting Mosaic

While the clouds of the Dreamer remain untouched, Liavara’s moons represent a diverse spectrum of galactic society:

1. Roselight (The Pleasure Moon)

Known as the premier luxury resort destination in the Pact Worlds, Roselight is a low-gravity paradise of pink coral sands, sparkling turquoise lagoons, and warm, gentle breezes.

  • The Playground of Elites: Wealthy corporate executives from AbadarCorp, Triaxian dragon lords, holovid celebrities, and retired Pact diplomats gather here to escape the pressures of the system.
  • Floating Palaces & Regattas: The moon is famed for its anti-gravity spas, five-star floating casinos, and the annual Solar-Ring Cloud-Yacht Regatta, where custom solar-sail yachts race through the gaps of Liavara’s rings in a dazzling display of navigational skill and high-stakes gambling.
2. Nchak (The Hive of the Forever Queen)

In stark contrast to the decadent hedonism of Roselight, Nchak is a deeply spiritual, industrious moon that serves as the holy religious heartland of the Shirren people.

  • The Sacred Architecture: The surface of Nchak is covered in magnificent, organic bio-towers, hexagonal glass domes, and subterranean honeycomb cathedrals built from hardened secretions and polished amber.
  • The Cult of Hylax: Nchak is governed by the Daughters of Hylax, a matriarchal council of Shirren priestesses and enlightened insectoid sages dedicated to Hylax, goddess of diplomacy, peace, and mutual aid. Pilgrims from across the galaxy travel to Nchak to meditate in the silence of the hive-chambers and negotiate historic peace accords.
3. Arkanen (The Spellflux Moon)

A chaotic, storm-lashed world encircled by a permanent ionosphere of raw magical electricity known as the Spellflux.

  • The Dueling Universities: Arkanen is politically divided between two fortified academic city-states: Osoro and Radam. Each city is built around colossal technomagical lightning rods that siphon volatile energy from the Spellflux.
  • Arcane Rivalry: The universities engage in cutthroat intellectual and arcane competition, experimenting with high-energy metamagic, eldritch teleportation gates, and reality-warping energy matrices.
4. The Golden Rings & Shepherd Moonlets

Liavara’s rings span hundreds of thousands of miles, composed of pure water-ice crystals that refract sunlight into dazzling sheets of golden light.

  • Regulated Extraction: Controlled corporate fleets from AbadarCorp harvest ultra-pure ring ice to supply drinking water to dry worlds like Akiton.
  • Outlaw Caches: The chaotic gravitational shadows created by shepherd moonlets provide ideal hiding spots for smugglers, black-market bio-poachers, and renegade corsairs from The Diaspora.

Administration & Planetary Defense

Liavara possesses no independent planetary seat on the Pact Council; instead, it is represented as part of the unified Brethedan Joint Directorate.

The Brethedan Bio-Wardens

Planetary defense and environmental enforcement are maintained by the Bio-Wardens of Bretheda—an elite constabulary of Barathu rangers and contracted peacekeepers who pilot living, genetically engineered bio-corvettes grown in the vats of Sophiar.

  • The Wardens maintain orbital sensor buoys across the ring perimeter, monitoring atmospheric descents.
  • Any unauthorized starship caught entering Liavara’s cloud decks without a scientific permit from the Brethedan Protectorate Council faces immediate tractor-lock, heavy fines, and seizure of the vessel.

Campaign & Adventure Hooks

  • The Shattered Song: An exploratory deep-core probe launched illegally by a rogue research syndicate from Arkanen detonates within the lower cloud deck, tearing open a volatile gravity rift. The psychic shockwave drives a colony of Dreamers into an agonizing telepathic scream that induces violent psychosis in the Shirrens of Nchak. The PCs are hired by the Daughters of Hylax to dive an environmental sub-cruiser into the storms and neutralize the rift before the song fractures planetary sanity.
  • The Roselight Heist: A master criminal syndicate plans to rob the high-roller vault of the Starlight Pavilion—the most prestigious floating casino on Roselight—during the climax of the Solar-Ring Regatta. The heroes are retained as undercover security consultants, having to balance high-society elegance with lethal counter-espionage against shapeshifting infiltrators.
  • Poachers in the Ringworks: A distress beacon from a disabled Bio-Warden bio-sloop leads the party to a jagged shepherd moonlet in Liavara’s rings. There, they discover an illegal base operated by an off-world syndicate capturing live Dreamer larvae in cryogenic containment cells. The party must dismantle the poaching ring and return the larvae to the clouds before the smugglers’ armed gunships return.
