πŸ›‘οΈ Overview: The Iron Guard of Ptolus

The City Watch of Ptolus (often simply called The Watch or The Eight Hundred) is the municipal, secular paramilitary law enforcement organization responsible for maintaining order, upholding imperial law, and defending the metropolis against both civil insurrection and subterranean terror.

Unlike the corrupt, ragtag town militias found in many imperial provinces across the Western Empire, the Ptolus Watch is a disciplined, heavily outfitted, and highly professional standing army. Because Ptolus sits directly above the primordial dungeon complex of Dwarvenhearth and the tainted vaults of the Banewarrens, the Watch operates more like a permanent garrison under siege than a casual municipal guard.

Headed by the iron-willed Commissar Igor Urnst, the Watch enforces imperial civil codes with rigorous neutrality. In the wake of the Three-way Civil War and the influx of the religious court of Holy Emperor Rehobath Ylestos, Commissar Urnst has strictly maintained the separation of Watch jurisdiction from religious inquisition. While the Watch will cooperate to stop murders and civil violence, they regularly clash with The Inquisitorial Synod when zealots attempt to drag citizens out of taverns without civil warrants.

πŸ›οΈ Structure & Watch Divisions

  1. District Patrols (The Blue Cloaks): Standard beat officers patrolling in squads of four (two halberdiers, two heavy crossbowmen). They wear polished steel breastplates over deep blue wool tunics, carrying manacles, signaling horns, and cold-iron sidearms.
  2. Watch Arcanists & Battle-Mages: A specialized detachment trained in counter-magic, non-lethal disabling spells (Sleep, Slow, Web), and magical truth-detection. Attached to serious crime scene investigations and high-risk arrests.
  3. The Subterranean Gate Watch: Elite, heavily armed sentries stationed at subterranean choke points, specifically the iron portcullises below Dalenguard and Watch Post 4 overlooking the descent of the Delver’s Stair. They inspect returning delvers for signs of subterranean contagion, chaotic mutations, or concealed necromantic relics.
  4. Harbor & Customs Marshals: Stationed along the Bay of Ptolus and the Docks, enforcing maritime customs, impounding pirate prizes, and battling contraband smuggling syndicates.

βš–οΈ Friction with the Religious Factions

The City Watch is the primary buffer preventing Ptolus from erupting into open warfare between rival faiths and factions:

  • The Inquisitorial Synod: Grand Inquisitor Frederick Vane views the secular Watch as spiritually complacent and weak. Vane regularly demands the right for his inquisitors to operate unfettered across Midtown and the Warrens. Commissar Urnst has repeatedly ordered Watch captains to arrest any Synod inquisitor who attempts extrajudicial arrests or torture on public streets.
  • The Order of the Dawn: While Urnst respects the paladins of the Order of Light, he is deeply wary of the Old Blood faction loyal to Rehobath, who view their holy oaths as overriding secular city magistrates.
  • The Sisterhood of Silence: The Watch maintains an unwritten pact with the silent, masked vigilantes of the Sisterhood of Silence. When the Sisterhood leaves bound criminals at Watch precinct doors, the Watch processes them without asking questions.

🧭 Story Hooks for Adventurers

  1. Watch Post 4 Infiltration: Several Watch guards stationed at Watch Post 4 over the Delver’s Stair have been found with throats cut from ear to ear, with no alarms sounded. Commissar Urnst suspects a strike team from the Killraven Crime League or an assassin cell from the Cult of the Ebon Hand used planar magic to bypass the iron gates.
  2. The Inquisitorial Riot: A brawl erupts in Delver’s Square between off-duty City Watch guardsmen and zealots of the Inquisitorial Synod after the Inquisition tries to seize a dwarven delver. The party must intervene to quell the riot before Commissar Urnst orders the garrison into the streets.
  3. The Corrupted Captain: A high-ranking Watch Captain in the Midtown precinct has been subtly altering patrol routes, leaving a blind spot around a warehouse suspected of housing a chaositech research lab. Urnst hires the party as independent agents to gather definitive proof before he hangs the captain for treason.
