🗡️ Overview: The Kings of the Ptolus Underworld

House Balacazar is the oldest, most powerful, and undisputed master syndicate of organized crime in Ptolus. Despite adopting the moniker of an aristocratic “House,” the Balacazars are not listed among the ten ancestral noble families of the Nobles’ Quarter; they are an entrenched, multi-generational criminal mafia that wields more raw, street-level influence than half the city’s legitimate merchant guilds combined.

From their heavily fortified, walled estate in the prosperous Rivergate District, the Balacazar family controls an invisible empire of extortion, narcotics trade, and contraband smuggling:

  • In the Docks, Balacazar dock bosses siphon a percentage of every unregistered cargo crate landing from the Bay of Ptolus and the Sea of Scarlet Waters.
  • In the Warrens, they run illegal fighting pits, sweatshops, and distribution rings for shiver—a cheap, highly addictive narcotic that numbs the pain of the urban destitute.
  • In Midtown, their black-market fences quietly buy up unvetted, stolen dungeon relics from desperate delvers who wish to avoid the steep municipal taxes levied by the Council of Coin.

Operating with ruthless, Sicilian-style familial loyalty, Don Malkar Balacazar has maintained dominion over the city’s shadows for over forty years through a simple philosophy: pay your tribute on time, never speak to a magistrate, and eliminate anyone who challenges family supremacy.

  1. Don Malkar Balacazar: An aging, silver-haired patriarch whose physical frailty belies a razor-sharp, utterly ruthless criminal intellect. Malkar rarely issues threats; a polite nod from him is enough to have a rival merchant family found floating in the harbor with their throats cut.
  2. Boran Balacazar: The eldest son and field warlord. Massive, ill-tempered, and brutally direct, Boran commands the family’s legion of knee-breakers, dock thugs, and contract killers, personally leading retaliatory strikes against rival gangs.
  3. Fenthaza Balacazar: The most sinister member of the family. A devout priestess of the ancient subterranean Rat God, Fenthaza maintains clandestine alliances with the wererat tribes and goblin scavengers of the sewers, using dark divine magic to dispose of bodies and spy on city magistrates through vermin.
  4. Maystra Balacazar: The glamorous, cultured daughter who oversees the family’s “legitimate” fronts—luxury dining clubs, high-stakes gaming parlors, and illicit brothels in Midtown—laundering dirty gold and currying favor with corrupt council members.

⚔️ The Turf War Against Killraven

The greatest threat to House Balacazar’s supremacy in 721 IA does not come from Dalenguard’s watchmen, but from the rising shadows of the Killraven Crime League:

  • Led by the mysterious criminal mastermind Malkeen Dir, Killraven has seized control of gambling and protection rackets across the Guildsman District, aggressively muscling into Balacazar territory.
  • Nightly knife-fights, warehouse arson, and crossbow assassinations have begun spilling out of the Warrens into Midtown avenues.
  • Desperate to maintain supremacy, Don Malkar has begun considering dangerous alliances—purchasing illegal firearms from corrupt mechanics and probing into ancient undercity relics from the Banewarrens to gain an edge against his rival.

🧭 Story Hooks for Adventurers

  1. The Stolen Relic Fence: A contact in Delver’s Square reveals that one of the chaotic relics stolen from the party by Shigmaa Wuntad was sold by a rogue cultist to a Balacazar fence in the Docks. The party must negotiate with—or rob—Boran’s warehouse to recover it.
  2. The Wererat Incursion: Fenthaza’s sewer allies have begun kidnapping unaligned delvers near the Delver’s Stair to feed subterranean altar beasts. The Delver’s Guild hires the party to descend into the sewer junction and wipe out the Balacazar-backed ratmen.
  3. The Killraven Alliance Offer: An emissary of the Killraven Crime League approaches the party in Midtown, offering them valuable cartographic intelligence regarding the Banewarrens in exchange for assassinating a Balacazar capo who is preparing a shipment of poison for the Warrens.
