🌴 Overview
The Isle of Burcee is the second of the three successfully colonized islands in the Floenry Isles archipelago—and an enduring monument to the ruthless colonial exploitation of the Land of the South Winds.
Unlike its sister island Oen, which retained picturesque coastal fishing villages and cliffside settlements before erupting into open rebellion, Burcee has been systematically engineered into a colossal, industrialized agricultural prison. Over the past two centuries, South Winds colonial syndicates completely clear-cut the island’s ancient, primeval rainforests to make way for endless, sun-drenched monoculture plantations of bananas and sugarcane.
In doing so, South Winds colonizers committed near-total genocide against the island’s indigenous inhabitants: the gentle, ape-like Grimbor and the cunning reptilian Krel were hunted with hounds, slaughtered, or forced into iron chains. Today, Burcee operates as a grim, heavily fortified penal plantation where twelve thousand enslaved non-humans work from dawn until dusk under the crack of overseers’ whips.
With the humiliating collapse of South Winds authority on Oen following the uprising of Drogon Deathbringer, Burcee has suddenly transformed from a quiet agricultural workhouse into a high-priority military staging post: the Crown’s last surviving sovereign anchor in the southern islands.

The landscape of Burcee is stark and unnatural compared to the lush, wild beauty of the rest of the Floenry chain:
- The Clear-Cut Lowlands: Where dense tropical canopies once sheltered rare wildlife, miles of flat, monotonous fields stretch across the horizon. Hundreds of thousands of banana trees grow in rigid geometric rows alongside vast seas of ten-foot-tall black sugarcane.
- The Overseer Grid: The entire island is partitioned into twenty-four agricultural sectors, each overseen by a 40-foot wooden watchtower equipped with signal mirrors, alarm horns, and heavy repeating crossbows.
- The Drainage Canals: Slaves dug an extensive network of straight, muddy drainage ditches to channel monsoon waters toward the sea. These canals are infested with aggressive leeches and freshwater crocodilians, serving as natural barriers against runaway captives.
- The Dead Ridge: The southern interior hills feature the scarred stumps of colossal ancient trees clear-cut a century ago, now surrounding limestone quarries where broken slave laborers quarry stone to reinforce the garrison’s harbor fortifications.
⛓️ Colonial Society & The Slave Machine
The Overseer Hierarchy
Burcee possesses no civilian towns, independent merchant districts, banks, or taverns. The entire population is organized around plantation production:
- The High Factor (Magistrate Corvus Vance): A cold, calculating bureaucrat appointed by the Council of Wind and Coin in Zul-Kadir. Vance manages export quotas, enforces punishments, and oversees the Island Guard.
- The Colonial Guard: Approximately four hundred hardened mercenary soldiers, professional slave catchers, and combat-trained Kobold sappers. They patrol the roads on heavy horses, accompanied by vicious packs of trained Mire Hounds bred to track humanoid scent through mud and water.
- The Enslaved Workforce: Over twelve thousand captives—primarily Orcs and Goblins captured in the mainland savannah, alongside a surviving population of roughly eight hundred scarred, enslaved Grimbor giants used for crushing cane rollers and hauling multi-ton wagons.
The Code of Labor
Life on Burcee is brutal and short. Work begins before sunrise and continues through the suffocating midday heat. Slaves receive minimal rations of mashed green plantains and salted fish, sleeping in overcrowded, barred wooden longhouses surrounded by spiked palisades. Any attempt at insubordination is met with public floggings, iron branding, or immediate execution on the gallows of Port Brannick.
📜 The Tri-System Synthesis: Burcee Canon
1. The Physical Shell (Palladium Canon)
- Faithfully drawn from Palladium Fantasy RPG Book III: Adventures on the High Seas (page 166): “The isle of Burcee is a plantation island claimed by the Land of the South Winds. Most of the Jungle has been cleared and replaced with farms and plantations. Bananas and sugar cane are the main produce… The original Grimbor and Krel inhabitants have been obliterated and most of the rain forest chopped down to make way for farms.”
2. The Ancient Bones (Praemal / Ptolus Lore)
- Before the forest was clear-cut, Burcee was crowned by an ancient stepped pyramid of black basalt matching those found on East Mnn and Grimbor Isle. South Winds engineers tore down the upper terraces to use the stone for dock construction.
- However, the deep subterranean vaults beneath the shattered pyramid were never excavated. Strange subterranean tremors occasionally shake the plantation fields, and slaves digging drainage ditches have unearthed cyclopean stone tiles etched with ancient abyssal glyphs that cause skin to blister upon touch—the lingering chaotic corruption of the Galchutt.
3. The Active Pulse (Pathfinder 2e Remaster)
- Patron Faiths:
- Asmoddeus: The absolute guiding divinity of the plantation masters. The Overseer’s Hall contains a blood-iron altar to the Prince of Darkness, dedicated to strict discipline, hierarchy, and unbreakable bonds of subjugation.
- Abadar: Honored through meticulous accounting ledgers, cargo scales, and customs seals.
- Rules Mechanics:
- Encounters feature Penal Overseers (PF2e Level 4 fighters wielding whips and heavy crossbows), Mire Hound Packs (PF2e Level 2 beasts with scent tracking), and desperate Enslaved Grimbor Brawlers (PF2e Level 5 brutish hulks).
🎯 Role in the Active Campaign: “Prophecy and Balance”
- Forward Naval Staging Post: In response to the total loss of Port Oen, the South Winds Royal Navy has converted Port Brannick on Burcee into an armed naval anchorage. War galleys, trimarans, and supply barges from Pendaltor and Sulanok are massing here to prepare the counter-invasion of Oen.
- Target of Insurgent Raids: The Order of the Indomitable Shield under Drogon Deathbringer has sent covert scouts in fishing skiffs to establish contact with Burcee’s slave population. A synchronized slave revolt on Burcee would completely shatter the South Winds’ supply lines and deprive them of their primary forward base.
- The Lebrac Connection: Captain Lebrac frequently raids Burcee’s offshore shipping channels, attacking grain and rum convoys departing for Sulanok. Rumors persist that Lebrac is secretly planning a daring amphibious assault on Port Brannick to liberate the eight hundred captive Grimbor before they are worked to death.
- Adventurer Staging Hooks:
- Infiltration & Liberation: Heroes allied with the resistance on Oen or the Free Slave Coalition may be contracted to infiltrate Burcee, disable the watchtower network, and ignite a general slave uprising.
- The Shattered Pyramid: Deep beneath Sector 7, runaway slaves have uncovered an ancient sealed vault from Eraedal’s primordial age, containing ancient relics and planar entities waiting to be unleashed.
