Overview

A diverse collection of freebooters and corsairs operating throughout Eraedal, primarily within the Floenry Islands and preying upon the vital Strait of Relar. These groups vary wildly in motivation, ranging from bloodthirsty cutthroats and covert agents to unprincipled crews, classic rogues, and those driven by vengeance or malevolent influence. Pirate activity significantly impacts global trade, causing catastrophic merchant losses, though sovereign kingdoms are often reluctant to fund naval interventions. Periodical naval crusades temporarily suppress piracy, but it inevitably resurges in a 15-25 year cycle. The Western Empire remains uniquely unaffected, hinting at covert geopolitical arrangements. The Floenry Islands provide ideal hideouts, concealing an estimated 150 active pirate vessels targeting specific nations, corporate lines, or acting out of desperation.

Membership

  • Leader: Varied, from individual captains to highly skilled Level 8-12 leaders (Pirate Federation), Level 6 Troll arcane spellcasters (Vunoon’s Raiders), Level 5 shapechanging infiltrators (Valicar’s Raiders), and Level 7 divine spellcasters (Shrr-Ta Jungle Raiders).
  • Notable members: Experienced crews (Level 5-8 for Federation), specialized magical officer corps (Vunoon’s), shapechangers, master infiltrators, primal spellcasters, young intelligent dragons (Valicar’s), catfolk (Tezcat), ogre hunters, human/orc outcasts (Shrr-Ta), sea devils, merfolk scouts, aquatic monsters (Submarine League).
  • Membership type: Diverse: loose alliances (Pirate Federation), disciplined crews (Vunoon’s Raiders), elite forces (Valicar’s Raiders), tribal contingents (Shrr-Ta Jungle Raiders), and specialized non-human alliances (Submarine League).

Goals & Influence

  • Goals: Plunder, terrorize coastal trade routes, seek dominion or vengeance, fulfill black-market contracts for wealthy clients (including the Western Empire), acquire specific goods, target wealthy passengers, or secure high-value cargos for ransom. Some are driven by desperation (low morale, damaged ships, need for plunder).
  • Rivalries: The Pirate Federation is known to attack rival pirates.
  • Influence: Severely disrupt global maritime trade, forcing merchant houses into bankruptcy and impacting prices. Their activity indirectly influences kingdoms’ decisions regarding naval spending and military intervention. They also serve as deniable assets for covert geopolitical operations (e.g., Western Empire’s unaffected trade).

Locations

  • Headquarters: Floenry Island hideouts (currently ~150 vessels), Island of Totugo (heavily fortified sanctuary), potentially extradimensional safe havens (Vunoon’s Raiders).
  • Strongholds: Secret bases across the Floenry Islands, potentially in areas like Osto (sheltered bays).
  • Associated locations:
    • Strait of Relar: Primary maritime trade lane.
    • Sulanok (Pendaltor Peninsula): Free port with black-market fences for stolen cargo under the Land of the South Winds.
    • Ramsbottom (near Sulanok): “Deadeye Suli’s” tavern, a recruiting station for the Pirate Federation.
    • Oen, Lyrd, South Bay, Grimbor Isle, Dragon Roost, Serpent’s Tooth, The Rock, Osto, The Finger, West Mnn: Various Floenry Islands used for hiding, resupply, or avoidance.
    • Cyclone: Neutral merchant port that welcomes pirate crews for resupply.
